Fraud is an insidious crime that has an impact on everyone, from small and large businesses, retailers, manufacturers and corporations, Federal and State Government departments, Local Government authorities and members of the public.
Fraud takes an increasing toll on the finances of already stretched budgets, adds to the cost of everyday living and insurances, and particularly in these economically challenging times, threatens the employment and livelihoods of many honest and hard working people.
Fraud is commonly carried out against insurers, government agencies and financial institutions. However it is not confined to that or to the misappropriation, embezzlement and stealing of money.
Fraud includes the inappropriate and unauthorised use of employer provided vehicles, materials, equipment and facilities; claiming for illegitimate expenses, creating fictitious hours of work and overtime, operating parallel private businesses in conflict with an employer, 'poaching' clients and suppliers, espionage, taking illegitimate Sick Leave and breaching contracts etc.
Fraud can be perpetrated by anyone with a need although it typically occurs when an opportunity presents itself. It is commonly carried out by people in positions of great trust, often long-standing employees, and frequently by people with access to cash, accounts and banking and credit card facilities. Fraud can also be carried out by more than one person at the same time as part of a joint illegal enterprise.
In essence, if deceit is knowingly used to gain a benefit or advantage, then fraud has been committed.
It is for these reasons that businesses must design their systems to either prevent fraud, or to enable early detection.
